Job: Execute ReportIncident

User Story: As a user/system, I want to report a security incident, so that I can achieve the desired state.

EARS Requirement:

• While the system is operational, when the ReportIncident command is received, the federal context shall process the request and update state.

Job: Retrieve GetComplianceStatus

User Story: As a user/system, I want to check system compliance, so that I can use the information.

EARS Requirement:

• While the system is operational, when the GetComplianceStatus query is received, the federal context shall return SystemResource.
