Context

The GovernedSpeed™ Governance Runtime consolidates Policy Gateway (SDS-047) and Risk & Evidence Service (SDS-047) into a unified substrate per ADR-031.

Decision

Implement governance-runtime as a unified bounded context with:

• Policy enforcement (sidecar pattern)
• Evidence collection (tamper-evident)
• Fail-closed semantics per REQ-GS-001

Constraints

• MUST use SDS-047 as canonical spec
• MUST fail-closed on critical invariants
• MUST hash all evidence with SHA256

Consequences

• Single governance plane simplifies integration
• Fail-closed enforcement increases reliability
• Evidence ledger enables compliance audit
