ADR-034: sea-api bounded context architecture

• Bounded Context: sea-api
• Inherits: ADR-033 (Kernel-Shell Architecture)
• Decision: Protocol gateway as stateless shell implementing thin inbound adapters
• Constraints:
  • No handwritten runtime code (only specs/SEA™/manifests/tools)
  • Shells remain stateless (POL-048-003)
  • Gateways translate → validate → authorize → dispatch (no business logic)
  • Generation is deterministic (regen_check must pass)

  • All requests pass through authn/z boundary checks
• Consequences:
  • Domain logic stays in kernel; protocol changes isolated to shells
  • Easier to add/swap protocols without kernel changes
  • More upfront modeling, but strong safety + consistency
